BSC has been providing LSP services for four separate Release Tracking Numbers (RTNs) under the Massachusetts Contingency Plan (MCP), including site investigation and remedial activities for a variety of environmental contamination conditions. The project also involved the removal of the over 20,000 cubic yards of paper sludge from two former dewatering lagoons and a stockpile in a wooded area behind a former paper mill.
The project involves complex regulatory navigation as the paper sludge and other solid waste deposited at the property is regulated by the MassDEP Bureau of Air and Waste, Solid Waste Division, and additional environmental contamination conditions, involving soil, groundwater, surface water, and sediments, are regulated by the Bureau of Waste Site Cleanup under the MCP. The presence of polychlorinated bi-phenyls (PCBs) triggering the Toxic Substance Control Act (TSCA) also involves the oversight of the U.S. Environmental Protection Agency (EPA).
BSC staff was instrumental in the planning, regulatory coordination and permitting, and execution of the removal of paper sludge from the property under a Beneficial Use Determination (BUD) to be used as daily cover material at the nearby Fitchburg/Westminster Landfill.
