BSC’s planners consider project opportunities and challenges to recommend visionary concepts earning widespread support that results in implementation. In guiding projects and communities through a tailored planning process, we spark creative thought and provide the technical foundation for project realization.

Implementation has been a hallmark of our firm for more than five decades and is due in large part to our planning capabilities and experience. Integrating the diverse skills of professionals in transportation, infrastructure, and ecology, BSC’s planning approach emphasizes the elements most critical to project success, such as community engagement, funding options, and environmental impacts and permitting. We carefully balance planning creativity with pragmatic development issues to prepare implementation strategies for the short and long terms.

Our planning practice encompasses a variety of project types ranging from due diligence assignments to managing complex permitting processes, facilitating public involvement, and identifying funding sources for project implementation support. Members of our team are registered and accredited in their respective practice areas to include AICP and LEED-AP, as well as related physical design disciplines.

BSC’s planning team is also prepared to assist clients in preparing for the impacts associated with climate change. In-house Certified Floodplain Managers, scientists, and engineers regularly recommend strategies to prevent, recover from, and mitigate the effects of our changing environment.

Heather Gould Heather Gould, AICP, Planning Service Leader
BSC Group’s planning team is led by Heather Gould, AICP, a planner with more than 15 years of experience. As a former project manager for the City of Worcester, Heather lends a municipal perspective to community planning, economic development, and small- and large-scale real estate development projects. Her work at BSC includes guiding the planning process for both urban and suburban communities. Focused on developing plans that will be funded and implemented, Heather is well versed in state programs and funding vehicles to support planning efforts and benefit local communities. She holds a master’s degree in community development and planning and a bachelor’s degree in political science, both from Clark University.
